Abstract

The Research and Community Service Institute of Universitas Karya Husada Semarang (LPPM UNKAHA) previously had no dedicated public website, while research, community service, announcements, guidelines, documents, and activity records were dispersed across different media and archives. This paper reports the design and implementation of a dedicated LPPM website as a structured, responsive, and manageable public information portal. The development process used a participatory approach consisting of needs identification, content inventory and classification, information architecture design, responsive interface design, content management system configuration, and functional evaluation. The implementation produced a technically operational portal with structured navigation, reusable content templates, administrator/editor roles, document management, and responsive presentation for desktop and mobile access. The main constraint was not the technical implementation but the incomplete institutional documentation; therefore, unavailable or unverified historical content was not fabricated and was instead accommodated through draft structures and templates for gradual completion. The result demonstrates a transition from the absence of a dedicated LPPM website to an operational digital information infrastructure, while also highlighting content governance as a critical requirement for sustainable institutional web services.
